Public Notice on Environmental Impact Assessment for the 140 t/d High-End Appliance Panel Glass Production Line Equipment Renewal and Technical Transformation Project of Hebei Dongxing Glass Co., Ltd.

Pursuant to the relevant provisions of the Measures for Public Participation in Environmental Impact Assessment, we hereby inform the public of the following matters concerning the ecological environmental impact assessment of the 140 t/d High-End Appliance Panel Glass Production Line Equipment Renewal and Technical Transformation Project of Hebei Dongxing Glass Co., Ltd.

I. Project Name and Project Summary

• Project Name: 140 t/d High-End Appliance Panel Glass Production Line Equipment Renewal and Technical Transformation Project of Hebei Dongxing Glass Co., Ltd.

• Construction Entity: Hebei Dongxing Glass Co., Ltd.

• Project Location: Within the premises of Hebei Dongxing Glass Co., Ltd., No. 21 Weisan Road, Shahe City, Xingtai City, Hebei Province, China.

• Construction Content and Scale: This project will not increase production capacity. It involves equipment renewal and technical transformation of the existing production line within the original plant site. Advanced domestic glass production line technologies, intelligent systems, and advanced energy-saving and carbon-reduction technologies will be adopted. The original 140 t/d rolled glass production line (Line 1) will be upgraded to a 140 t/d high-end appliance panel glass production line. Major works include: demolishing the original horseshoe flame furnace and upgrading it to an oxy-fuel glass melting furnace; eliminating the semi-enclosed sloping blanket batch charging system and upgrading to a fully enclosed screw batch charging system; eliminating the air-assisted combustion system and upgrading to an oxy-fuel combustion system; eliminating the semi-automatic furnace control system and upgrading to a fully automatic furnace control system; eliminating the semi-automatic rolling machine control system and upgrading to a fully automatic control system; eliminating the old cutting system and upgrading to an imported AI algorithm-optimized cutting system; eliminating the limestone-gypsum desulfurization, SCR denitrification, and wet electrostatic precipitator and upgrading to ceramic filter tube and bag filter dust removal systems, along with other auxiliary facilities. New facilities will be built, including an oxygen generation system, electric boosting system, defoaming system, bubbling system, and automatic batching system. Upon completion, the project will enhance the production line’s intelligence and automation levels, improve product quality and added value, reduce pollutant emissions, further lower carbon emission intensity and energy consumption, and achieve greater energy conservation, low-carbon performance, and green economic benefits.

III. Scope of Public Consultation

The scope of the public consultation covers residents, enterprises, institutions, and other stakeholders in the vicinity of the project site who are concerned about the project. IV. Methods and Means for Submitting Public Opinions

The public may fill in the Public Opinion Form for Construction Project Environmental Impact Assessment issued by the Ministry of Ecology and Environment, and submit their comments to the construction entity or the assessment agency through the following means:

2. Mail written opinions to the construction entity;
